The aid helped the Department of Health. It targeted 27 districts with high HIV rates. These districts are across eight provinces. The program's end has left a vast void. The government is now scrambling to fill it. It must prevent a reversal of decades of progress.

Following the withdrawal, the Health Department sought help. It presented financial plans to the Treasury. It also approached other potential funders. The Treasury released R753 million as a stopgap.
